Targeting innocent civilians will only beget more hate onto the group that they represent and start another cycle of anger and discrimination etc.
I can't understand why they can't try to do things in the open- publicly swaying opinions to their sides rather than sacrificing others - but i guess that's why they are a minority anger group.

It also took two hours to assemble the better armed military special ops to arrive at the scene. For a city that had been hit by terrorism numerous times in recent years, that sounds pretty unacceptable.
