During the years that the Divine Condor Hero (Yeung Gor) was actively roaming the Central Plains, was there a notable decline in overall crime and evil? One imagines that Yeung Gor must have either killed off most bandits and evil wulin members, or his sheer legend would have scared evildoers into reform or submission.

Based on the size of China, I don't think so.
