It's Sek Po Tin not Sek Fa Tin.
First Sek Po Tin and Sek Chung Yuk are not twins. In the novel, the author leave it up to the readers to decide whether Sek Chung Yuk and Sek Po Tin are brothers all not. All indications show that they are, but Jin Yong didn't give an absolute answer to that question.
I'm still in the process of reading the novel (has only read 28 pages, . When ur chinese are limited, it took ages to finish 1 page ), but I've watch the China version, which is a more faithful version to the novel.
Sek Po Tin is very very nice, just like in the series (but less boring). But Sek Chung Yuk is a scum with no conscience. He really did try to rape Ah Sau. He is also a womaniser and a very selfish person. I didn't see him kill anyone in the series, but from accounts of other characters in the series, he really did a lot of bad things. In the China series, he even asked Ding Dong to persuade Sek Po Tin to take his place to accept punishment (which most probably include a death sentence) from Snow Mountain Sect. I get from Ian Liew (who translated the 1st chapter of Xia Ke Xing), that the china series has already toned down a bit on Sek Chung Yuk's evilness. He is even more evil in the novel.
