Not neccessarily. Zhu Zhi Lui defeated Hu Du in a fair fight was ease, even righting calligraphy on his opponent's fan simultaneously. After the incident when Hu Du batrayed GLFW and flee disregarding his master's safety, it's likely his martial arts didn't improve by much, that is, if it wasn't totally stagnant. Sun bu'er was the weakest of the 7 QZ elders. I believe she was comparable to OYK. By the end of ROCH, it's questionable if YLQ had reached the level of Zhu Zhi Lui yet. But, it was stated Zhu Zhi Lui's martial arts cannot compare to with Guo Jing, Ma Yu and Qiu Chu Ji . So if we aren't sure if he is even as good his Zhu Lui Lui yet, it's unlikely that he surpassed QQJ and MY. There's quite a gap between the martial arts of their's and sun bu'er .

Hao Datong and Sun Bu'er were comparable to Da'erba and Huo Du. While, Ma Yu, Liu Chuxuan, Qiu Chuji and Wang Chuyi were superior to Da'erba, Huo Du (and even Li Mochou).

Yelu Qi (post 16 years) is roughly to Huo Du.

By the way, the descendant of Yang Guo, Miss Yang, has done nothing that would suggest that she would be peers of Zhang Sanfeng and Zhang Wuji. It is most unlikely that she is remotely near their level.
Putting her near the Five Heroes of Wudang would be a great compliment for her, I mean for all we know she is around Madame He's level.
