Who's 2nd best in Yang Guo's generation? He Zudao or Yelu Qi?

While He Zudao (Mr. 3 Saints!) couldn't overcome young Z3F in internal energy, he was far far better in terms of techniques.
Also, his internal energy was stronger than the 3 Western Shaolin fighters. None of Shaolin thought they could overcome him.
YLQ is better now that in the 3rd edition he's supposed to have mastered all of HL18P (correct me if I'm wrong) but did he actually demonstrate the level of impressiveness that Mr. 3 Saints did?
In any case, I'd suspect HZD to be better.
Hmm, what was the fate of Yelu Qi after ROCH?

According to HSDS, YLQ becomes Beggar Sect leader. YLQ also is a first class fighter, (not supreme or jui din). I think overall, YLQ is better. YLQ knows the vacant fist, 80% or 90% of chuan zun jiao's kung fu and naturally, almightly XL18Z. I don't see how HZD is better. HZD might have better internal(though not neccesary), but outer, YLQ is no doubt better.
Hmm... Seems like HZD was more impressived than both Xiao XiangZhi and YKX. Both these guys were on par with HR/WY (that is if she doesn't use her best martial arts "Beat Dog Sticks"). I don't think YLQ is more powerful than those two. Then again, he didn't really take on any Xiao XiangZhi or above fighters near the end of ROCH so it's hard to tell. Even if he learned all 18 palms, there's no telling how good or bad he is untill he can display it in a fight vs someone good. I don't consider Fok Do to be that good.
