Maybe or maybe not, but if he couldn't, it wouldn't be because of the missing finger. I don't think the 1 Yeung Finger *must* be executed with the index finger only. Moreover, Hung 7 Gung still has an index finger on his other hand.

You can even channel 1 YangZhi energy through objects like a staff. I don't think the normal levels need the index finger.
