Jebeh was the greatest archer in the Mongol Empire. Without a doubt, when it came to long range combat (I mean *really* long range, not like Hong Lung 18 Palms or 1 Yeung Finger Technique), he was without peer. Gwok Siu Teen and Yeung Teet Sum, in contrast, were short range fighters. To defeat their opponents, the opponents had to be within the striking range of their halberds and spear (no more than one meter).
Jebeh was most renowned as an archer, but he was an all-around good combatant (on his scale; no need to compare him to the Greats). Like Jebeh, Gwok Siu Teen and Yeung Teet Sum were trained for military style combat.
If Jebeh were to fight Gwok Siu Teen or Yeung Teet Sum in short-range combat (using sabres, spears, etc.), would it be a good fight? Who would end up prevailing?
