Here are some off-hand suggestions for these surnames. These people aren't really great, so please feel free to replace them with better ones.

Xu = Xu Tianhong (Book/Sword, 7th Leader, the short guy).
Sun = A tussle between Sun Bu'er (Quanzhen) and Grandma Sun (Ancient Tomb).
Hu = Hu Yidao (Flying Fox, Hu Fei's father).
Liang = Liang Ziweng ? (LOCH, agent of Wanyan Honglie).

Actually I made a mistake. It is a different Wu character.

The only powerful Wu that comes to mind is Beggar Brotherhood Elder Wu Changfeng of DGSD.

One oddity about the world of wuxia is the preponderance of individuals with the rare double-syllable surnames. These days, you rarely encounter Chinese with such surnames, but in wuxia, it's not unusual to encounter Au Yeungs, Si Mas, Sai Muns, Seung Gwoons, Dook Goos, Mo Yungs, etc....much more often than in the real world.

Examples: Linghu Chong, Dugu Qiubai, Dugu Yihe, Dongfang Bubai, Murong Bo, Murong Fu, Ouyang Feng, Gongsun Zhi ; ; ; ; Shangguan Jinhong, Ximen Chuixue, the Nangong family in the Gu Long universe,

There are fewer such characters with inferior martial arts, and most of them are rather obscure. I can only think of a few (not counting the relatives of the above like Ouyang Ke): Sicong Xuan, the leader of the Divine Agriculture Clan in DGSD; Ximen Guanzhi from Ode to Gallantry (the actual level of this guy is unknown, but he should be pretty good).

Logical raison d'être: wuxia is set in ancient times, and double surnames are also associated with ancient times. By implementing a bunch of powerful double surnames, it makes us feel closer to the exotic ancient.

Ding Pang was quite powerful with Curved moon sabre, but he's a GL character not a JY character. I think the list only includes JY characters.

Oh wow I didn't know Ling hu is actually the surname for Linghu Chong, I thought it was just "Ling". But then everyone in the book/series called him Chong Ge so I guess this makes sense.

Besides, Xu Zhu's name is only a pseudonym given to all monks according to their ranking. Xu Zhu's real name is never revealed, unless he later uses it as his real name after he's not a monk anymore.

I still think that Chen Jialuo is stronger...probably it's because he's the protagonist.

It's possible, but I doubt it. Chen Xuanfeng is around the same level as Mei Chaofeng and Li Mochou. Those guys would easily defeat somebody like Ke Zhen'e. In the past, experts have debated whether Ke Zhen'e is on the same level as Chen Jinnan or not. Some experts think so, while other experts think not. Now, Chen Jinnan is probably better than Chen Jialuo. So from what other experts have noted, I would rate them like this:

Chen Xuanfeng/Li Mochou > Chen Jinnan > Chen Jialuo >= Ke Zhen'e
