Godzilla's spinal fins are capable of absorbing energy to help charge his atomic breath. He doesn't even need a host to leech from, he can charge from background cosmic radiation/energy.

Ultraman also has the problem of the five-minute time limit on his power. If he can't finish off Godzilla in five minutes, he's in serious trouble. To date, no other monster has been able to do any serious damage to Godzilla within five minutes.
