I am slightly confused: Why did he leave a note of challenge in Shaolin?

I may not have expressed my query sufficiently. The novel said that he wanted to go to Shaolin for 2 reasons: to deliver a msg to Jueyuan from Yin Kexi, and to settle a challenge from 3 Western Shaolin (abbreviation: WS) members. OK, so the challenge was to the 3 WS guys. So why He Zudao confused everyone by leaving a note implying he was challenging the entire Shaolin (which is what everyone who saw the note thought)? Did the central plains Shaolin temple even know that 3 WS guys were challenging He Zudao?

Any more thoughts?

He's trying to be funny, is it? Or maybe he wanted to challenge what the best of what the Central Plains could offer.

I still don't understand KUNLUN 3 SAINTS He Zudao's intention to leave a challenge note at Shaolin. Would any expert kindly explain?
TC to Ken: "You need to watch the ending of ROCH 83."
he received the challenge from the westren shaolin monks but before the challenge, he met with the two mongolian experts who asked him to deliver a message to shaolin in the central plains, so he decided challenging the central shaolin is the same as the westren shaolin and asked the westren shaolin to meet him at central shaolin.
