Well, I don't think there's a "official spokesperson" for this vaccine in the United States, so being the "official spokesperson" in Hong Kong certainly makes her the first.

Twins are indeed very well known in Hong Kong, there isn't a household yong or old in HK who doesn't know Twins. I've been watcing some TVB series, and some lines are like, "wow, you're soo cute! It's like having half of Twins in front of me" and other ones, "Our girls are the top of the line, they're the Twins of our villiage" and stuff like that. Twins's popularity is top line in Hong Kong. And this is an Hong Kong Ad, so I wouldn't be that supprised that Charlene's the spokesperson for it.
I'm not saying that Twins are super popular in Mainland China though, they are Cantonese singers, they are not as quite popular in China. But they are still pretty popular in China, when Gillian had her picture taken in that accident, I was in China for the summer. People everywhere will be talking about Ah Gill, even my aunts and grandparents. I was like They know about twins?
Anyways, another point I though I should point out. The actresses you've pointed out are indeed very popular in China, but they're too old. Charlene was asked why Gillian didn't take the vaccine, and she said that Gillian's too old. Apparently, the vaccine only works for people under 24 or 25.
