Challenge: Rank the martial arts level of EVERYONE in wuxia, into 5 levels

If you had to rank everyone from Qiao Feng's mother to the Sweeper Monk in 5 categories, what would the ranking look like? I might opt for something like this:

Level 1: Sweeper Monk, Qiao Feng, The Greats, Dugu Qiubai, Wang Chongyang, etc...

Level 2: Ding Chunqiu, Linghu Chong, One-armed Nun, SWORD GOD, Li Mochou, 7 Heroes of Wudang, etc

Level 3: Yu Canghai, The 4 Evils, Chen Jinnan, Bao Butong, Yinggu, etc

Level 4: The late Qing dynasty fighters, Yang Kang, Duan Zhengchun's mistresses, Granny Sun, etc

Level 5: Qiao Feng's adopted parents, Guo Jing's parents, Xuzhu's wife, Wang Yuyan, Zhong Lin, Dr. Xue Muhua, etc

What's the point of this exercise? Back in 2006, we introduced a website which attempted to do the very same thing. It had ranked Huang Rong & Tianshan Tonglao in the same category, and Shi Potian & Lord Long in the same category. At the time the ranking seemed ludicrous, but after some thinking I realized that 5 levels for ranking everyone is indeed going to require plenty of comprimises.

So, 'First Class Elite fighters' would cover everything from tier 2 to 3?

Lvl 1: Sweeper
Lvl 5: everyone else

Seriously, to classify anyone with Sweeper seems wrong.

Lvl1: anyone over great, or near great. So LCY and QQR and above (not sure about LOCH)
Lvl2: anyone who is described as A-grade fighter
Lvl3: prominent martial artist below A-grade, such as MRF's lackies,
Lvl4:
Lvl5:

sigh this is hard, will complete later.

Actually, once the first 4 levels are reserved for individuals whose positions are debatable within those 4 levels themselves, anyone remaining would simply be shoved into Level 5. Then, for Level 5 at least, there won't be much of a debate or the need for compromise.
