Yep. That's the rule, although it's usually not something the Mods pursue with great urgency unless people are really blatantly abusing it.

Multiple accounts are no-no's but as Ken mentioned, we won't hunt them down unless the member causes trouble. Then it's an extra strike when we see multiple accounts.

Haha, whenever someone mentions IP checking, there is always a member who's bound to point this out.

IP tracking is of course not perfect. I prefer not to use it if possible since we can block shared IPs. The worst case scenario if the IP check doesn't work is to continuously ban the new accounts created by the troublemaker - and that usually works.

We don't know, which is why I say I don't like to use it. It's only used to give a clue if we suspect that a member is creating multiple accounts to spam a thread because the writing style is similar across several accounts. It is not very likely for 5 user accounts to share the the exact same IP, post on the same thread and say pretty much the same thing in the same posting style to be different members.

But my current computer is breaking down (infected with virus) and I don't know how to fix it so I was just going to buy a new computer.
