I think that part about the 2nd and 3rd daggers being weaker was just a joke by LCH. He was known to be a pretty funny guy.

Also, it was kinda a taunt to LCH's enemies whenever he was surrounded. He's daring one of them to make the 1st move by saying that only the 1st dagger is that deadly. Of course, no one is dumb or self-sacrificing enough to make the first move.
