I doubt Wai Siu Bo spoke any English (even Russian is dubious, since he didn't really hang out with Princess Sophia for very long). technically, the condor series characters would have spoken "middle chinese" of the tang/song, not mandarin. i'm not a linguistics expert, but this is what i've gathered from chinahistoryforum. mandarin didn't really come into existence until late ming/qing dynasties.

And re Western languages: it's more likely that WXB would know Italian than English, since most interactions at that time between Qing China and the West was via the Jesuit missionaries (think Matteo Ricci). Only later do you have people like Lord McCartney (1700s), who was turned away rather rudely/stupidly, and the occasional American/English Protestant missionaries during the 1800s. But in this time period, it's going to be mostly Jesuits, and due to trade, possibly some Dutch and (less likely) maybe some Russians.
