Like fighters who make many appearance and is weak like the blind freak in LOCH but can he be consider stronger later in HSDS compare to the fighters there.

No, Freak Numero Uno is still a weak fighter even if you place him into the settings of HSDS. The Four Guardians, Yang Xiao, Fan Yao, Xuan Ming Elders, Du Monks, and more all overshadow him. But if you place him in a Qing era story then maybe he'll shine.
