I didn't see anything about doubling.
However it was said that Tonglao started practicing it at age 6,
1 year ahead of Xiao Feng's beginning encounter with Shaolin art.
It was shown that even the basic arts of Lingjiu Palace would cause
fire deviation for an exponent of Bao Butong's level, and it was further
elaborated that Everywhere I Reign Supremely art is the summit of
all Lingjiu Palace arts, which requires the most sophisticated internal energy
as the foundation, which Tonglao must have had age age 6 in order to start learning it.

Therefore, it is possible (but not definitive) that Tianshan Tonglao at age 6 was already > Bao Butong and Big Boss Wu.

(I say it's not definitive because it said that you need to have the most sophisticated internal energy to practice Everywhere I Supremely, but it didn't say how much energy you need. It seems to me that Boss Wu could still have more abundant internal energy, but it just wouldn't be as refined as Tonglao at age 6).
