It's a little skewed when you put Xiao Feng on third tier.

Sweeper Monk's presence largely throws off the entire 'balance' of the tiers. Considering the Sweeper Monk doesn't really consider himself as part of Wulin, I think it's fair to say that he shouldn't be counted for this exercise.

Otherwise, DGSD's tier 6 wins by sheer numbers and skew alone.
