Z3F was willing to share in order to help ZWJ, but was refused by both Emei and Shaolin.
I am sure in theory if everyone shared martial arts with everyone (not just 9 Yang, but 72 arts with Hua Shan swordplay with dog beating stick), all will benefit. But nobody would do that.
Sects tend to be proprietary. That's just the way the game was played. Shaolin and Ngor Mei definitely were. Mo Dong maybe not so much.
But even if all three sects pooled their 9 Yeung Jen Ging resources, they *still* wouldn't have the whole thing. The parts that Mo Sik, Gwok Seung, and Cheung Gwun Bo memorized overlapped in some parts (making for redundancies), while there were other parts that all three of them missed (making for gaps). They'd have a lot more 9 Yeung if they pooled, but still something less than the whole thing.

Each of them (Shaolin, Wudang, E-mei) think their own version of 9Yang is the more superior version than the other two have. It's kind of hard to see them cooperate given their ego.
Plus Miejue will never want to share with them, she wouldn't want to run the risk of strengthening them.

It's interesting that practicing incomplete versions of martial arts usually leads to fire deviation or at least really terrible gains/results. However with 9 Yang it still leads to tremendous power.
They didnt want wulin saying that the other two sects help improving their skills.
