Who was the best fighter among Beggar's Union Elders who never approached Great level

In every Jin Yong story in which the Beggar's Union appears, there are always Beggar's Union Elders who have good, but nowhere near Great or Elite-level martial arts. I'm talking about people such as Elder Sung from DGSD, Elders Gan and Lo from L/ROCH, and some of the elders we saw in HSDS.

Among the various Beggar's Union Elders who never approached Greats/Elite level, who had the best martial arts?

The best one is retired/disappeared elder EIGHT ARMED SWORDSMAN Fang Dongbai. He is way above the other elders.

However, among all the "normal" elders who are still on duty, no one stands out. But I'd say it's a toss up between Elder Xu Chongxiao (DGSD) and the Merit-Transmission Elder (HSDS).
