Throughout DGSD, Qing Long Gong is only mentioned twice, so there's no room for details. However, in Duke of Mount Deer, there is a Shaolin technique with the same name:

少林寺澄字辈的僧人各施绝技化开，可是众僧虎爪手、龙爪手、拈花擒拿手、擒龙功等等，却也没能抓住此人

It would be a watered down version, but should still be the same art as Xiao Feng's art. Just like Long Zhua Zhou (Dragon Claw) is most likely a watered down version of Kongxing's art.
