I don't really think its that conclusive that XYS is one of the strongest fighters of the era. Imagine in LOCH they were to plan the same attack on the Jin or something like that. Chances are they're not going to be able to invite the Greats aside from Hong, but he's probably busy wandering and could easily not be available. Who would be gathered? People like the 7 Freaks. Maybe a QZ taoist or two. If someone existed that was half as powerful as a Great, he would mop all of them up easily too. If we hadn't know the story of LOCH, you would assume he's completely unstoppable and use him as a measuring stick...but then we know the Greats do actually exist, and there are 6-7 people just as powerful. It's just not very conclusive. There could have been lots of extremely powerful people that didn't participate for one reason or another. The term first class fighter is always ambiguous.

My measurement was based on Jin Yong's usage of the classifier "First Class Fighter", which is used fairly consistently (though not always) throughout Jin Yong universe; that is: only truly terrific exponents are annotated with a "First Class Fighter" title. In Pre-DGSD era, we're told that the team of 20+ fighters who attacked Xiao Yuanshan were "First Class Fighters". This means they were indeed extremely high level fighters of their era. In DGSD, only people of Murong Fu's level or higher was said to be a "First Class Fighter". This means the overall level of DGSD should be much higher than that of Pre-DGSD.

I'm talking about people who were "known" in Central Plains -- this is important because if Dugu Qiubai were to be transferred to Pre-DGSD era, who would he have the chance to spar with. Out of the above, only Murong Bo was "known" to wulin, but even he became inactive after Xiao Yuanshan's massacre since he needed to hide from everyone. So really, Dugu Qiubai would have trouble finding any of the above to spar with. Which means he would be extremely pleased to find someone of Ren Woxing's calibre in the Pre-DGSD era.
