Are you kidding? The person just mean "thank you" with no other implications. You would have a better case if the guy used a question mark.

LOL! It's just used to punctuate sentences that show alot of emotion. "Thanks!" at the end of the email would imply they are greatly indebt to you for whatever reason.

i end emails that way. most people use best regards, but many times, i don't wish to give them any regards. -_- certainly not the best ones. so i say "thanks!" as a fake, positive way to end an email. most of the time, i'm using it sarcastically, ahha.
