More like he's the interference in what's considered set history.
According to wiki about the original movie:
General Meng Yi (in the drama it seems like he's the guy who came to escort Bai Bing) is tasked to escort the Korean Princess Ok-Soo (Bai Bing who is a Tao An princess) from her homeland of Korea (Tao An) to China, where she will become a concubine of the Qin Emperor. On their journey from Korea, she falls into constant dangers. Especially from a Korean general (Tao An General who befriend's Hu Ge), who wants both to save her from being a concubine and to marry her. Each time she was rescued from the general by Meng Yi. Eventually, the princess had fallen in love with Meng Yi, and had no problem displaying her feelings to him. However, Meng Yi honors his duty to the Qin Emperor, and successfully completed his mission.
It seems like Xiao Chun never reincarnated. Maybe the princess would fall in love with the general if not for Xiao Chun come into the past.

I would think so as well. Afterall, it was his job to escort her, and it was his duty to make sure she's safe. Of course along the way he has feelings for her, and she for him, etc. But freakin Hu Ge had to come and get in the way. I mean who is he right now? Just a nobody! lol
Ok, here's my theory. I believe general Meng will die, later, and his name or title will be given to Hu Ge. Or something like that. Thus why Hu Ge is also credited as General Meng as well.
As for Hu Ge interfering with the past, from what I could tell, they are going with the approach that the man who travel back in time, was destined to travel back, because it's his fate to go back and become a part of history. The very same history we have today, despite Hu ge's birth in present time, he was meant to jump into the past to fulfill his duty and play his role in history. (can be confusing I know, but most time travel story are that way. A Step into the Past was like this, and so was Terminator, where the time traveler go back not to change things, but to fulfill certain things. Everything was all meant to be, sort of speak, whether they realize it or not.)
When put into this perspective, Hu Ge didn't interfere with anyone's lives. Instead he was always meant to be a part of their lives.
So far it seemed to be that way.
