Despite having all that, the Siu Yiu Sect did want *everything* they could get their hands on if only for evaluation purposes. They would have been interested in getting a manual for Divine Croc's scissors technique if such a thing were available. The Siu Yiu Sect folks were completists. Despite not needing them, not having the Hong Lung 28 Palms and 1 Yeung Finger Technique manuals must have been mildly annoying to the Siu Yiu Sect authorities.

In that cave underneath Mt. Mo Leung, Deun Yu found the Siu Yiu Sect Elders' secret stash of martial arts manuals, which had nearly EVERY known martial arts system in the world at the time. Conspicuously missing, however, were the Hong Lung 28 Palms and the 1 Yeung Finger Technique manuals. Shelf space and labels had been prepared for them, but the spaces were unoccupied and there were signs that read something to the effect of, "Regrettably, we don't have these yet."

If the members of Xiao Yaopai were so awesomely powerful, how hard could it be for them to sneak into the Dali Kingdom and take it?
For 1 Yeung Finger Technique, I don't think there was a manual to take. To get this, the Siu Yiu Sect Elders would need to kidnap a member of the Deun Royal Family and force him to tell them the secret.
There *was* a written scroll for 6 Mak Divine Swords at Celestial Dragon Temple. Who knows why the Siu Yiu Sect Elders never went there to steal it?
