SPT mastered it because of his naive nature and the high level of pure(yin and yang balanced) energy he possessed prior to discovering the hidden diagrams beneath the clay covering on the wooden figurines. it is a secret neigong skill of shaolin maybe with some links to yiyingji since it was a high level shaolin monk who created it. there were no external moves in it.
Yes, it did mention that Luohan Fumuo requires the practitoner to be free from desires. Even if so, one must also not be too conscientious in learning the martial arts, it defeats the purpose. I remember it was mentioned that learning Luohan Fumuo pushes the yin-yang flow in SPT's body to a higher level.

And yes, there shouldn't be any external moves in it.

there was an adaption a few years back but there were several changes. i believe maybe it was called the legendary swordsman 2. there should be a review in the reviews section, check it out. in it,
    click to show/hide spoilers
shi zhongyu was made into a mischievous but not bad guy. he ran away from snow sect after accidentally causing ah bi to fall down the cliff, he did not try to rape anyone. the story focused on him and he had many lovers, including the leader of the five poison sect who poisons him and causes him to gain the poison palms. in the plot it's shi zhongyu who becomes swornbrothers with the envoys, and he was the person mistakenly made the leader of eternal happiness clan. shi potian has less screen time and is taught real martial arts by xia yanke and later grandma shi. all the main characters end up on heroes island and a bei haishi is a villian who mastered the final part of the OTG skill and xia yanke sacrifices his life so SPT can learn it by watching him. SPT and SZY join forces to kill bei haishi and SZY ends up with three wifes, ding dang, the poison sect leader and a character called dong'er. who was the daughter of a mid story villian called ghost who may have been a disciple of xiayanke. the story was alot different but it actually was somewhat better then the original novel which lacked worthy villians and and a good conclusion.
THE KYSS OF THE SWORD IS DEADLY BUT EXQUSITE
he's the strongest in history but he's the disciple.
