The usual three suspects are Han Wudi, Tang Taizong and Kangxi. Of these, the record is most mixed on Han Wudi. Not surprisingly, they represent three of China's four great dynasties.
I think peacetime is pushing the facts a bit. Their administrative record is pretty impressive, but all three are also associated with victories in ruinous wars. Han Wudi with the Xiongnu-Han Wars, Li Shimin with wars against the Sui and then all of China's neighbors, and Kangxi with the Three Feudatories.
