Kublai was Gwok Jing's best friend's son, so there'd probably be some avuncular affection, but Gwok Jing never felt responsible for Tolui's progeny the way he did for Yeung Hong's.
Tuolei's son had many people to care for him with or without Tuolei himself. Yang Guo had nobody. If Guo Jing did not look after Yang Guo, who would?
I don't think he will. Part of the reason GJ loves YG so much was because he felt that he didn't do enough for YK and wanted to make it up on YG. Also, he has spent sometime with YG when YG was a kid. I don't think he has spendt any time with Tolei's son to develop a great love.

If there was no war between them, Gwok Jing would love and care for Mongke and Kublai like an uncle loves his nephews. However, he would not take care of them like he did to YG because Mongke and Kublai don't need the help like YG does. So yeah, he would love Mongke and Kublai just as much but in a different way.
