Don't think so. I would think this style would be worn when he first meets Jin Yu in the desert. In Chang'an, he'll still have his hair up. TangRen first released pictures of Jin Yu in Xiong Nu costume then as a commoner in the LuoYu Brothel, so I think they're releasing the costumes in chronological order (so MJ's white clothes with his hair up/HQB's general costumes will be released next).
