He remembered Gwok Jing's kindness to him, and couldn't bring himself to do it.
He had real doubts about whether Yeung Hong didn't deserve to die.
He was worried about the fate of the innocent civilians if their protector were killed.

Haven't read ROCH in a while, but I think it was when he remembered what lengths Guo Jing would go through to protect justice and the common man, and it made him realize he couldn't have been a cold blooded murderer.
But yeah, mainly C.

YG had an earth-shattering revelation when GJ protected the innocent with the cry "How can you kill good people wrongly?". It made him really start to question the truth in his mind that his father was unjustly murdered by GJ.
All the other options he thought through the night before, even pausing from killing GJ as he thought about it. But he still raised his knife against GJ and was only stopped because GJ was awake and thought he was fire deviating.
Later on though, he does end up saving GJ at the Mongolian camp in the heat of the moment due to GJ's extreme care for him. YG has always responded well to that sort of thing =)
Yang Guo would never forgot Kwok Jing's kindness at any point, so A played much of a role, he would have never considered revenge in the first place. He never had any thoughts about Yang Kang being a good person until the end, so B is right out.
Yang Guo's internal dialogue outright specified that the loss of Kwok Jing would be disastrous for the people of Shengyang, so it's mostly C.
I thought at that point, Yeung Gor attacked Gwok Jing out of fear for his life. He noticed Gwok Jing was awake and just *panicked*. Yeung Gor was still going back-and-forth about whether to kill Gwok Jing for revenge/his head in exchange for the Passion Flower Poison antidote and hadn't made up his mind yet.
