    During ROCH, the Golden Wheel Monk was not only the Mongol Empire's most powerful martial artist, but also its top spiritual official. Only the Great Khan of the Mongol Empire had the authority to confer the title of "Imperial Priest" upon the Golden Wheel Monk, and by the time that the monk first showed up in ROCH, there'd been three Great Khans: Genghis, Ogodei, and Mongke. Which of these khans gave Golden Wheel Monk the Imperial Priest office and title?

    Mongke died in 1259, so the year directly preceding the 16 year period would be 1243. The ruler of the Mongol empire at that time was the regent Toregene, following the recent death of her husband Ogedei. She would hold power until she managed to solidify the claims of her son Guyuk, who would be Ogedei's official successor. GWM appeared around this time, so if he were appointed the Imperial Priest at this time, he'd have been appointed by Toregene, or as is more likely, by Ogedei.
