Huang Yaoshi explicitly conceded his Descending Flowers Palms were a level below Yang Guo's Sad Palms and that only Guo Jing's Dragon Palms could match their power. Zhou Botong used Vacant Fists against Yang Guo's preliminaries, but was scrambling to defend against a few stances of his Sad Palms, before Yang Guo gave up on the contest. Xuzhu and Zhang Wuji never compared themselves against Dragon Palms.
Surprised you didn't mention toad stance. AYF was H7G life long rival and the only one of the greats able to match him for sheer power.
The only one that 'might' win in a head on collision in your list is probably Sad Palm. But an expert in shaolin King Kong Palm might stand a chance.
If we are going for survival probability then Tia Chi fist would be the best bet as it avoids direct confrontation.

I didn't have a particular practitioner in mind when a suggested king Kong palm, but was just judging the technique. 18 dragon palm is an extremely yang external technique and I could only think of king Kong palm as being another external technique which is also extremely yang.
I agree that for sheer destructive power 18 dragon palm is hard to top as far as external arts go.
