No, the timing wasn't exactly right, and there are other problems.
There are a couple of explanations why DG9 sword did not feature in 9 Yin, but their creators may still have met.
1) 9 Yin was primarily a Chi cultivation martial arts as opposed to a combat martial arts. Maybe HS just thought it wasn't appropriate to include it.
2) HS strength seems to be Chi cultivation rather than technique, so perhaps he could not fully grasps the essence of DG9 sword when he met the Sword Devil. Remember the two offensive techniques within 9 Yin were not particularly sophisticated.
If we flip this around we can see HS influence on the Sword Devil.
If we assume HS was the Honourable Swordsman then the Sword Devil met him when he was using the Sharp Sword.
After their encounter the Sword Devil abandoned the Sharp Sword and started development on the Heavy Iron Sword, a Chi martial arts as opposed to a technique focused martial arts.
Its possible that the Sword Devil was inspired to develop HIS from seeing how powerful 9 Yin was.
