Commander Duolong: were his personal martial arts any good?

Commander Duolong was an officer in the Qing imperial guards. His post being a critical security role, did Duolong have any personal martial arts skill worth noting? Despite his rank, Duolong never seemed to exhibit any personal martial arts skill during DOMD.

The impression I get is around mid-ranking Tian Di Hui/Divine Dragon Cult level, perhaps one of the better fighters in the Green Wood Hall, and better than Shuang Er (and probably better than Madame Hong). He was certainly competent.
