Dismay as Hong Kong TV dramas fall under China’s ‘foreign’ production censorship

Many dramas won't air first episodes until their entire series have vetted by the authorities

The State Administration of Press, Publication, Radio, Film and Television said that, starting from this year, all TV dramas and telemovies produced overseas would need its approval before being broadcast online .
The ruling also states that the authority must first review every episode of a complete series before granting approval. Mainland audiences will no longer see new episodes of dramas from America, Britain and South Korea at the same time as viewers abroad.
However, many mainlanders were surprised to discover that Hong Kong dramas - many produced by free-to-air broadcaster TVB - were also included in the new regulation, the Shanghai Morning Post reported yesterday.
The newspaper quoted unnamed sources as saying that they were no longer able to broadcast episodes of dramas until the whole series had first been approved by the authority.

None of this year's crop of new Hong Kong dramas have been shown on the mainland's main video websites.
    The ruling has upset fans.
A Henan-based commentator asked: "Are Hong Kong and the mainland still part of the same country?"
"I think the policy against TVB dramas follows the recent political movement in Hong Kong." said He Huiying in Guangzhou. "Mainland officials don't like the values of young Hongkongers. So censorship of Hong Kong dramas becomes necessary."

Costume drama Noblesse Oblige was aired on TVB on December 29 and was available on video hosting website Youku the next day. But romantic drama Madam Cutie On Duty, which debuted on TVB on the same day, will not air on Youku until next Thursday.
In 2013, TVB's mainland revenue rose 43 per cent, from HK$281 million to HK$402 million, after setting up a joint venture with Shanghai Media Group and China Media Capital .
TVB declined to comment yesterday. But a TVB source told the South China Morning Post that while the change in policy might not affect TVB's revenue as the rights were already sold, it would encourage piracy as illegal feeds could be ready as soon as the show aired in Hong Kong.
HKTV, which sold its drama broadcast rights in the mainland to Tencent, said it was up to the media company to decide when to make their shows available.
Wong Kwok-keung, a TVB veteran and director of HKTV's political dramaThe Election, said there was "little chance" the show would be aired in China due to its sensitive nature.
Under the closer economic partnership arrangement between Hong Kong and the mainland, TV dramas co-produced with China are treated as domestic products, and there will be consequences, Wong said.
"If you want to go to China, you must make sacrifices and strive to meet mainland tastes and requirements," Wong said.
