The Chinese descriptor is 几 已可. I could be wrong, but I believe it means "can almost [be described as...]".
Obviously Duan Yu isn't quite peerless in IE abundance. The Xiaoyao Pai elders and Sweeper Monk almost certainly had more at that time.
So, if I'm right, the translation should be more like: "the phrases 'shocking the ancient...' and 'peerless under heaven' can almost be used to describe him"
