The exact reason of this was:

1. Zhang Wuji nominated Fan Yao as a challenger.
2. Kong Zhi recognizes him as Ku Da Shi (the mute Fan Yao) as his previous captor and challenged him to a fight.
3. Fan Yao responds and says that he'll fight him another day because he has orders and organizes a follow up date to fight Kong Zhi.
4. Kong Zhi gets annoyed and taunts the Ming Clan and asks "Really! You have so many so-called experts but only you who can fight me?"
5. Yin Tian Zheng gets annoyed and puts himself in the 3v3 claiming that if Shaolin has old warriors, then the Ming Clan does as well and the rest is history

So the next guy in line, in both martial arts ability and rank, is Ying TianZheng. ZWJ actually wanted to pick his uncle Ying YaWang but Ying TianZheng insisted that he fight instead of his son. ZWJ had no choice but to accept.

Wei Yixiao already delivered a letter and displayed his lightness skill along with insufficient inner strength to battle the monks. It's possible his inner strength is lower than Yin Yewang actually even if he is overall stronger against other opponents.

yeah OT, but the main topic was already disclosed by WuxiaMaster ,
the 博 word has many synonyms , the meaning could be "highest" or "broadest" , but in that paragraph and martial arts novel, Wuxiamaster said that Broadest may be more appropriate.
so the paragraph did not mean that Fan Yao is stronger than Yang Xiao, but yes his martial arts knowledge is the best among yang xiao and other ming cults (and he learned the most martial arts).
