Were the Dirty and Clean Beggar factions only a thing in LOCH?

During LOCH, one of the controversies surrounding North Beggar Hung 7 Gung's tenure as the Beggar's Union Chief was the conflict between the Dirty Beggars and Clean Beggars, which for a time, tore the Beggar's Union in half. We don't seem to hear about Clean and Dirty factions in the Beggar's Union in DGSD, ROCH, or HSDS, though. Did such factions only exist in the Beggar's Union during the time of LOCH?

In the latest LOCH series, H7G did advise HR that to reduce fiction, the Clean and Dirty factions took turns to be leader. Which is right since HR belongs to the Clean faction. Hence, pre-LOCH, there may be already these two groups.
On the other hand, you are right in pointing out that such a division does not appear in DGSD and HSDS. I am not sure about the situation in ROCH as I am not a fan of ROCH.
