I believe August is named for Augustus Ceasar while July is name for Julius Ceasar.

Augustus Ceasar = Octavian or Octavianus. Octavian was his real name, while Augustus Ceasar was the name he received after becoming Emperor of Rome.

I only know that July is after Julius Caesar (I think )
And that August means Moon Cake Time.

Both Wangye and Huangye are pronounced Wong yeh in Cantonese, but the first characters are not the same and have different meanings (Prince/Kinglet versus Emperor).
Huang shang is only used yo refer to the emperor of your own country. Yideng was called huang ye when he still was emperor, not after he abdicated.
