I think the author may have gotten this phrase mixed up. Also, from what I can speculate about the Teng Long continent is that the relationship between Teng Long and the Overseas Xiuzhen world is the same as the relationship between QianLong continent and the Overseas Xiuzhen world.
I would suspect that the lack of Kongming, Dujie and Dacheng experts in the Overseas Xiuzhen world is because they have all gone over to this Teng Long continent, along with loose immortals who cannot ascend for some reason. A junior (e.g. jindan-stage Xiuxianist) in the Overseas Xiuzhen world is considered a god on the Qianlong continent. While a junior (e.g. late-phase Kongming divine dragon) in the Teng Long continent is considered the number one expert in the Overseas Xiuzhen world.
