Li Mochou by a mile. Huo Du has never shown himself to be a particularly capable fighter against higher tier opponents, whereas LMC has held her own for a while against even GWM. LMC has at least equal pure MA prowess, far greater battle nous, and soul freezing needles.
LMC was said being on par with Zhu Zhiliu and Zhu Zhiliu defeat Huodu during Hero Meeting so logically LMC > Huodu..

It was because he attacked as a mad man, without any regard to his own safety. They were both martial arts experts, and in a flash they had already run around the hall six or seven times.
Yang Guo was confused, Li Mochou is not inferior to Zhu Ziliu; how could she be afraid like that? What about the Divine Indian Monk? Those two actually possessed almost the same level of martial skills, but in term of lightness kungfu, Li Mochou was a step superior.
LMC easily - Even Huo Du's master, Jinlun Guoshi, thought LMC was strong and worthy opponent:
