I saw quite a number of rankings in the past but all are jumbled up. no "consistency"

I only read very sporadically.

You need to search for Tigerwong's Gu Long Top 50 ranking somewhere in this forum's history.

Long story short, NONE of those you listed make it to the top 10. Ding Peng might be an exception but he was ghost written (when GL was sick or something) and kinda f*ked up.

In Gu Long's heart, I believe he rates Li Xunhuan as #1.

While I could readily accept this, the portrayals themselves don't actually support it. Based on feats, it seems a villain named Siu Yiu Hou is the consensus # 1.

Yes but while Xiao Yao Hou could _Turn the Universe Upside Down_, an upside down dagger will still kill him. What he really needed to defeat Dagger Li is the ability to _Turn the Universe Back-to-Front_.
