No one else associated with Hengshan would be in a position to protect them. She knew from his time as The General that he would go out of his way to take responsibility for them and protect them, and that he was capable of doing just that. She also knew from her networking that he could act as a focal point for resistance to the Five Schools and the Sun Moon Cult, in a way that no one else could.
