    Definitely LINDA CHUNG for sure!!!! She did win MISS VANCOUVER and MISS INTERNATIONAL. She is pretty and making progress in acting too. I like to see her act more with STEVEN MA.     The key here is FLUENT. You can't say that so and so can speak english based on a short interview( there are things called maintenance rehearsals), a couple of lines, or rant a chorus in english ( like, oh baby baby i love you) in one song. Too many stars do that these days...

    Might as well say i am fluent in chinese just because i can say "ni hao" and " xie xie"

    Jolin Tsai is an english major. I found out when watching KangXi and she was teaching Xiao Zhu how to speak english. hilarious.

    I highly doubt that some chinese actresses can speak fluent and prefect English. Nothing wrong with that defintely since I am chinese too. The highest level most chinese actresses can get to is probably understandable English that definetly has some sort of Asian or other accents.

    This is not a comment of looking down upon our race but the truth for those of you who think I am prejudice and stereotypic. Because unless you were born expose to that lanuguage or constantly surrounded by people speaking that language 24/7 you can only become proficient not perfect.

    JJ Lin isnt bad. He sings pretty well in English. and he's chinese.

    singing and speaking is not the same. My friends say i can sing in canto and sound reasonably good, but i can't speak a word of it because i'm mando. The words and accents are different in songs

    The only ones that I know or heard can speak English are:
    Theresa Lee-she was raised in Canada
    AMy Kwok-She is an American citizen and almost got her masters degree in the US.
    Michelle Ye/Yip-She was raised in the US.
    Flora Chan-Heard that she studied in the U
    Fann Wong- I guess it is obvious since she is from Singapore
    Monica Chan-Heard that she got her degree at the University of hawaii.
    and that's all that I can think of right now...

    For the actors that have not been mentioned yet:
    Andrew Lian-he went to school in the US
    Jason Wu-Not sure if he is fluent, but heard that he did spend time studying in the US before.
    -Christopher Lee-He is also from Singapore...

    About LYF, I think she can speak it but not that FLUENT. I heard her sing in English before and I must say that I couldn't even understand her. I thought she was singing in Chinese until someone told me that it was English. Therefore, I don't think she is fluent, but she can speak it.

    JJ Lin does speak fluent english and mandrain because he's a singaporean and most of the younger singaporean chinese are rather fluent in both languages

    Yea, JJ Lin's english is ok... he's not an actress though Most of the Singaporean chinese do speak english and chinese well, and those that grew up in other english speaking countries
