Flora Chan-Heard that she studied in the U
Fann Wong- I guess it is obvious since she is from Singapore
Monica Chan-Heard that she got her degree at the University of hawaii.
and that's all that I can think of right now...

For the actors that have not been mentioned yet:
Andrew Lian-he went to school in the US
Jason Wu-Not sure if he is fluent, but heard that he did spend time studying in the US before.
-Christopher Lee-He is also from Singapore...

About LYF, I think she can speak it but not that FLUENT. I heard her sing in English before and I must say that I couldn't even understand her. I thought she was singing in Chinese until someone told me that it was English. Therefore, I don't think she is fluent, but she can speak it.
LYF can probably only manage a few sentences but it's understandable since she only learnt the language for like 5 yrs?

Although Fann Wong is a Singaporean, her English is not fluent. She converses mainly in mandrain. Christopher Lee is a Malaysian and like Fann Wong, can speak English but is not fluent in the language.

I know Theresa Lee, Amy Kwok and Flora Chan do speak fluent English. Other HK actresses i can think of for now would include Maggie Cheung Man Yee, Michelle Reis, Christy Cheung, Karen Mok, Kristy Yeung and Karena Lam. For taiwanese actresses, i know Patty Hou is fluent in english.

As for guys, all the Taiwanese ABCs and wannabes- Wang Lee Hong, Vanesse Wu, Ambrose Hsu, Leon Jay Williams etc.
HK- Anthony Wong, Michael Wong, Jackie Chan, Edison Chen, Daniel Wu

pulease, Fann's english is way better than Christopher's. :P
You just think fann isn't fluent, because she is just not a good public speaker.
Even when she speaks in mandarin, she's not very fluent, in the sense, she always pause and stops and ers and ahs.

She can be better thn Christopher but that doesn't make her a fluent speaker.

There are people who can sing well in a language but can't speak a word of it....

I am not 100% sure if Fann can speak fluent English, but I thought she could since I read her biography which was written in English. But then again it wasn't really written by her... She just told the writer through interviews and the writer wrote it as if she was writing it. I also know a person who met Fann many many times. I should have asked her if Fann can speak English well.

I think Peter Ho and Eddie Pang can also speak fluent English since they studied in Canada.

Christy Chung isn't even Chinese and grew up in Canada so she can obviously speak English well...

Yea, Christy Chung is not Chinese. CHung is not even her real last name.... Her real last name is actually Nguyen which is a common viet last name. Chung Li Ti is not even her real name.I heard that Christy can't even speak Chinese very much.

I heard that Maggie Q is half viet and half Irish, but learned how to speak Chinese as well..

Sonija Kwok studied in SFU in Canada. She seems fluent in commanding her English but if we want to be shallow, she has a very thick HK accent, if you watch one of her old movies where she played a reporter.

    Myolie Wu is pretty decent.

Karen Mok studied in Italy and England and holds some literature degree. She has a very British accent if you watch her in Young and Dangerous III.

Jessica Hsuan studied in England, Imperial College. She has a mixture of accents. Sometimes it's British, sometimes it's HK-ish.

Bernice Liu is a born and bread Canadian.

Michelle Ye was raised in Brooklyn. She's pretty multilingual, which will serve her well now that she's venturing out of TVB.

Fiona Yuen was raised in Germany. Haven't heard her speak all out in English (but she did in German, I think) but she is pegged a 'Gwai Miu' at TVB.

I have a feeling that Louisa So is fluent in English.

    Both Maggie Cheungs, no doubt.

    Lucy Liu, obviously.

    Winnie Yeung.

    Christy Chung.

Amy Kwok, reknowned for a couple of credits short in completing her Masters to compete in Miss HK.

Kelly Chen. Didn't she study in FIT? She had a song in English. She, not so long ago gave an acceptance speech in English for receiving an Outstanding Youth Award. Sounded fluent to me.

    Gigi Leung.

Bai Ling is fluent regardless of her accent. She has to be after all these years of famewhoring in Hollywood.

Most of the models, like Maggie Q, Rosemary, Lisa S, etc.

    Dodo Cheng!

    ------------
There doesn't seem to be a lot of male actors fluent in English, especially in TVB. But I can think of a few just for the heck of it...

    Michael Tong studied in NY.

Kevin Cheng was born in the US but went back to HK. You can tell he doesn't have a full American accent but he's probably fluent.

Raymond Lam. At first he played so well with a HK accent when he spoke English in his lawyer series that I got fooled. He's clearly fluent in English, now that I've seen him in his doctor series.

Dayo Wong. I'm not sure but I might have read he has a degree in something. from somewhere. He too likes to downplay his English accent.

    Moses Chan studied in Sydney.

Tony Leung Chiu Wai. Just watch one of his English interviews. The guy can speak fluently, with something like an American accent. Probably the most fluent, in terms of top HK actors that actually has a name overseas.

Daniel Wu. Everyone knows he's ABC.

Edison Chen. Ditto. Or is he CBC?

Anthony Wong. I'm not sure how fluent he is but he sounds like he knows the language when he spoke for a movie. He is half of British descent.

LeeHom Wang. He sounds so ABC.

    Chilam Cheung. I think.

    Dicky Cheung.

    Eason Chan.

    Stephen Fung.

    Nicholas Tse.

    Terrence Wan.
Great list! Definitely agree with Flora since she still speaks Cantonese with an American accent, super fluent in English, she grew up/studied in Boston and majored in finance and journalism in university. LeeHom Wang also, grew up in America and doesn't even speak Mandarin correctly. Ditto with David Wu who also grew up in the States. Dicky Cheung, Myolie Wu, and Sonija Kwok all speak with HK accent I think.

Definitely Nicholas Tse, Edison Chen and Bernice Liu, all were raised in Canada and Bernice speaks Cantonese with an accent. Jess Hsuan is okay. Michelle Ye is definitely fluent, she grew up in the States! Anthony Wong too, his mother is British.

Fiona Yuen definitely is the most multilingual. She speaks English, French, German, Cantonese and Mandarin.

Nicholas Tse, Edison Chen and Anthony Wong are actors[male] not actress[female]. So they shouldnn't be included here.

Edison Chen and Bernice Liu are CBC [Canadian Born Chinese] it's born and raised, not just raised.

Jessica Hester Hsuan studdy in England therefore she speak proper English. u shouldnn't say she ok at it but good/excllent at it!!!

i don't know how good jessica's english is, but just because someone lives/studies in an english speaking country doesn't mean they're fluent. i know plenty of people who have studied in the US and lived here for many years, and their english is still sub-par.

*smacks head* I meant English. I think my brain was a lil slow.. I was talking about chinese for Christy and ended up typing chinese for Maqqie Q. I don't know if Maggie Q's chinese is good or not.. because most of her roles, she spoke english or remained silent.

I think JEssieca seems a bit fluent. She writes to her fan in english and some times she speak english. It is a funny accent nonetheless

Agree. Don't make any conclusions until you've actually heard them speak. And not just saying a few lines.
