It doesn't have to be. When JY described Master Dugu's formlessness in ROCH, I don't think JY had conceptualized "shooting invisible sword out of your finger" in his head yet. Before reaching the stage of overcoming a sword without a sword, Master Dugu's last stage was the wooden sword. I believe his final achievement was being able to use his bare hands/fingers to overcome a sword (like Feng Qingyang demonstrated against LHC, but to tougher opponents). That seems to be a more reasonable progression than suddenly being able to shoot invisible sword out of your finger.
It's possible that Dugu went beyond bare hands into invisible sword, but again I don't think that was JY's intent in ROCH.
