Has anyone noticed how the the beginning and middle of the movie seemed all high tech while the end seemed to have the technology de-evolved? Guess it's done to make it tie in with the original trilogy.

Yeah...aesthetically, they were moving back from 2005 to 1977.

Did Mace Windu damage Sidious' face when he reflected the lightning off his lightsabre or was Sidious' face already deformed and he was just hiding it?

Nobody knows for sure (except maybe George Lucas). Unless he specifies on the commentary track for the DVD (or in some interview), fans will be debating this for years.
