Are we talking about the most popular or the one with the most lover? Because if we are talking about popular then it would be Purple Dragon Lady of Ming Cult (XZ's mom) because i remember reading that all the leaders of Ming Cult were in love with her and alot fought over her until she declare that she must be chaste. But the one with the most lovers is Madam Ma of DGSD, most of JY women are very Chaste unless you count Wei XiaoBao's mom but then she does work in a brothel.
