From what has been said so far and the name of the technique "Soul Examination". I would guess it is something to do with reading minds through the souls of Xiuzhenists. Why well here Qin Yu said:

“There are so many Xiuyao experts underwater. Many of them must be stronger than me. If I can’t fully understand the world of underwater Xiuyaoists, perhaps I should return home to the Qian Long continent like a cowardly black turtle.” Qin Yu simple cannot stand himself retreating.

So basically, Qin Yu needs to find out more about the world of these Xiuyaoists. From what we seen so far, they have freaking palaces and a heirarchy and tribes! I mean, they could have a whole kingdom under the water at that rate. Literally like in the Chinese Mythology where the underwater world is ruled by Dragons with crab soldiers and generals.

So back to Qin Yu, he needs to know more about these Xiuyaoists so he pretty much has to capture one and interrogate it to understand more of this world. What this Soul Examination I believe is a fancy name for mind reading. But the soul bit is strange and I dont understand fully because I dont believe souls have anything to do with memory. On that thought however, since this is a Xiumoist technique, it should also be inherently evil such as eating placentas of pregnant women. Further along the visciousness of this technique, I would even take a stab at how Qin Yu executes this technique. Possibly, he absorbs the soul of the Xiuzhenist and it adds to the power of his own soul, similar to how he refines jindans. And with that, he also absorbs their memories and experiences. Similar as how in the Vampire War series by Darren Shan where if a vampire/vampaneze drains the blood of its victim, they also inherit their memories. - which of course sounds very evil and normal for a devil to use.

i think rather than mind reading it might literally mean soul reading as in reading the info from the soul (probably by killing them then capture the soul or read it from jindan/yuanying coz soul can combine with those thing from what i understand from previous chapter) . coz mind reading is only reading what they are thinking atm while he needs the info of the rule and what not of the ocean
