Too many connections!!

I'm always getting this error!!

Warning: Too many connections in /home/www/spcnet.tv/forums/admin/db_mysql.php on line 40

Been having some database problems recently which is why there has been errors like those. If you do see them, please don't refresh the page every 2 seconds or so since I get bombarded with error emails every time that happens.

I recently had the database upgraded to the latest version so hopefully that will ease the problems.

ok......bak wen i had the prob i refreshed like every few seconds........lol
